According  to the  article  131 of  Islamic Republic  of  Iran  labors , law at least 10 homogeneous industrial firm in each province can  organize an " Association " to support  their common rights and Interests at the provincial level .
So far ,flour millers throughout the country have organized 18 such associations.To acquire a more unified and stronger position  at the national level , provincial associations have  joined  forces  and  combined  their  efforts  further  by  organizing the federation of Iranian flour milling industry associations .
